Stored judge score counts

Stored score counts for each judge in the ballot severity snapshot. The judge label is the stored judge model id. The score label is the stored score key. The number is that key’s stored count. Bar length is that count against the highest stored count on this page. A longer bar is more ballots at that score. This is not the average score, not one ballot’s score, and not an arena Elo. A score key with no stored count stays off the page.
