Stored ballot work-order id

Count of judge ballots for each stored work-order id. The label is that stored id, kept as written. The number is that count. Bar length is the count against the highest count on this page. A longer bar is more ballots. This is not the transfer loop count for a work-order id, not the work-order slug, and not a score. A ballot with no stored work-order id stays off the page.
